上海宝华国际招标有限公司（以下称招标机构）受欧冶工业品股份有限公司（以下称买方）委托，就其热轧厂1580产线精轧多功能仪升级改造所需的下列货物进行公开招标，邀请合格投标人进行网上电子投标。

技术规格：
1、投标方所投产品必须满足招标方设计的安装条件（F7出口），需自行到现场调研（可在投标前或中标后前往）。多功能仪与轧线L1、L2系统的通信协议、硬接线信号以及与AGC/APC的通信协议均维持不变，能够正常通信；按照招标方现有PI质量管控系统的通讯协议编写TM1数据文本格式包；且能接入现有的钢卷长期存储系统。
2、多功能仪具备对热轧带钢厚度、凸度、宽度、中心温度、轮廓、楔度、长度、精轧扫描温度等测量功能，并具有轮廓修正功能。
3、多功能仪配置在线4组射线及高压控制单元且具备冗余功能，不低于90个电离室测量通道。任何一组射线单元故障，仍能保证正常生产测量。新增加的两套带钢横断面扫描高温计及现有利旧的F7出口平直度仪、测宽仪的数据要在新多功能数据服务器存储查询并具备数据上抛接口。不论每年的钢产量是多少，其数据服务器上的存储设备应可保存至少2年的数据。且可自由导出。为方便各专业相关人员查询分析，导出数据需要多种形式：xls(Excel 文件格式)、csv(文本文件格式)、tml(临时文件格式)、符合招标方质量管控PI系统数据文件格式TM1。

9. *对投标人的资格要求：
（1）本项目不接受代理商投标。
（2）投标人所投多功能仪设备需具有在1580mm宽度及以上热连轧生产线,具有同样功能设备的供货业绩(一个业绩中需同时包含对热轧带钢厚度、凸度、宽度、中心温度、轮廓、楔度、长度、精轧扫描温度测量功能，对轮廓的修正功能）。
（3）投标人应具有多功能仪设备厂商出具的同意其在本项目中使用相关产品集成投标的有效授权函。
（4）投标人所提供的各种资格证书、许可证、授权证书等（在有效期内）必须真实,如有伪造、涂改、虚假,一经发现作为废标。
（5）未被国家企业信用信息公示系统(www.gsxt.gov.cn)列入严重违法失信企业名单（如适用）。
（6）未被信用中国网站(www.creditchina.gov.cn)列入失信被执行人名单（如适用）。

Technicalspecifications：
（1）The tenderer shall conduct on-site research by himself to meet the installation conditions (F7 exit) designed by the tenderee (before or after the bid). The communication protocol between the multi-function measuring instrument and the rolling line L1, L2 system, the hardwired signal and AGC/APC shall remain unchanged and can communicate normally. The tenderer shall compile .TM1 data text format package which can be connected to the existing coil long-term storage system according to the communication protocol of the existing PI quality control system.
（2）The multi-function measuring instrument has the function of measuring thickness, crown, width, center temperature, profile, wedge, length, finishing scanning temperature of hot rolled strip as well as the function of profile correction.
（3）The multi-function measuring instrument is equipped with 4 in-line ray and high voltage control units with redundancy and more than 90 ionization chamber measurement channels. Normal production measurement can be ensured if any group of ray unit failure. The data of the newly added two sets of strip cross-section scanning pyrometers and the exiting F7 exit flatness meter and width meter are stored and queried in the new multi-function data server which has the data uploading interface. Regardless of the annual steel production, the storage device on the data server should be able to store data for at least 2 years and can freely export data. In order to facilitate the query and analysis of relevant professionals, the exported data needs a variety of forms: xls (Excel file format), csv (text file format), tml (temporary file format), TM1 data file format in line with the tenderees quality control PI system data.

9. *Requirementsof Bidders qualification：
（1）This project does not accept bidding by agents.
（2）The tenderers multi-function measuring instrument shall have the application performance in the production line of 1580mm or above hot strip mill (HSM) or the equipment with the same function, and the performance description submitted by the tenderer shall contain the measurement functions that have been put into use in the reference plant on the thickness, bulge, width, center temperature, profile, wedge, length, finishing mill (FM) scanning temperature of the hot rolled strip, as well as the correction function of the profile.
（3）The tenderer shall have a valid letter of authorization issued by the manufacturer of the multi-function measuring instrument to approve the use of relevant products in this project for integrated bidding.
（4）The various qualification certificates, licenses, authorizations, etc. provided by the tenderer should be within the validity period and must be true. The tenderer will be rejected if they are found to be forged, altered or false.
（5）Not included in the list of enterprises with serious illegal and dishonest acts in National Enterprise Credit Information Publicity System (www.gsxt.gov.cn) (if applicable).
（6）Not included in the credit rating blacklist in Credit China (www.creditchina.gov.cn)(if applicable).
